Washington HVAC Rebates & Heat Pump Incentives
State HEAR rebates and utility programs like PSE's are active right now; federal HARP and HOMES are still pending. Here is what you can actually claim in 2026 — and how to stack it.

What HVAC rebates can Washington homeowners actually claim in 2026?
Washington layers three kinds of money on top of a heat pump project: state-funded HEAR rebates (active now), utility rebates from providers like Puget Sound Energy and Seattle City Light (active now), and federal HARP and HOMES rebates (allocated to Washington but not yet launched). The federal 25C and 25D tax credits — which once covered 30% of project cost up to $2,000 a year for heat pumps — expired December 31, 2025, so a program that was the headline incentive last year no longer applies to new projects.
The scale of what remains is real. Washington's Climate Commitment Act invested roughly $73.5 million across 55 rebate and incentive programs between 2024 and 2025, with another $30.1 million planned through 2027. The state HEAR program alone is backed by approximately $103.6 million, and Washington is holding a further $133 million in federal Inflation Reduction Act funds ($69 million for HARP, $64 million for HOMES) that the Department of Commerce — through its administrator, Guidehouse — expects to release once final Department of Energy preparation completes.
When should you use each program?
Match the program to your household, in this order:
- State HEAR (active): for households at or below 150% of Area Median Income. It provides point-of-sale rebates through third-party administrators, and every heat pump funded under HEAR must be cold-climate rated. If you qualify on income, this is usually the largest single discount available today.
- Utility rebates (active, most households): PSE pays up to $1,500 for a standard electric-resistance-to-heat-pump conversion (up to $2,400 income-qualified via Efficiency Boost), $3,000–$4,000 per unit for dual-fuel gas-to-heat-pump conversions, and $1,500–$2,900 for ductless heat pumps. Commercial customers can earn $1,000 per ton of heating capacity. Snohomish PUD and Pacific Power run their own programs — Pacific Power's Wattsmart pays up to $3,125 for new construction that beats the state energy code by 20%.
- Federal HARP/HOMES (pending): if your project can wait and you want to stack another layer, watch for the launch — but do not delay a failing system on the promise of an unlaunched program.
In most cases the layers stack: an income-qualified household can combine a HEAR point-of-sale rebate for a cold-climate heat pump with PSE's income-qualified utility rebate on the same installation.
What disqualifies a rebate application? The failure modes we see
Most lost rebate money traces to four avoidable mistakes:
- Starting work before pre-approval. Almost no Washington program pays retroactively. Apply and get approval before equipment is purchased or installed.
- Using a non-registered contractor. As of April 2, 2026, Puget Sound Energy requires rebate-eligible installations to be completed by a registered Trade Ally contractor. Work done by anyone else simply doesn't qualify.
- Under-spec equipment. Heat pumps generally need HSPF2 7.5 or better, and HEAR-funded units must be cold-climate rated. An otherwise excellent unit that misses the spec earns nothing.
- Skipping the permit. Washington law (RCW 19.27) requires mechanical — and usually electrical — permits for system replacements, fuel-source conversions, and ductless additions. Unpermitted work can void your warranty, complicate a home sale, and sink a rebate claim. Thermostat swaps, filter changes, and refrigerant servicing don't need permits; nearly everything bigger does.
Why heat pumps are the equipment these programs favor
Every one of these programs exists because heat pumps move heat instead of generating it, reaching effective efficiencies of 300–400% — and because under the Clean Energy Transformation Act, Washington utilities must deliver 100% clean electricity by 2045, they are highly motivated to pay you to switch. How does the Washington energy code tilt the same direction?
Rebates are the carrot; the Washington State Energy Code is the framework behind it. The current 2021 WSEC took effect statewide on March 15, 2024, and it scores every new single-family home on an energy-credit system — 5, 8, or 9 credits depending on size. The scoring is not fuel-neutral: homes heated with natural gas receive zero fuel-normalization credits and must earn substantially more efficiency credits elsewhere, while electric heat pumps are the most direct pathway to compliance. The same code raised ceiling insulation to R-60 (from R-49), requires R-20+5 ci walls, and makes blower-door air-leakage testing mandatory (5 ACH50 maximum in most of our climate zones).
Existing homes aren't forced to retroactively comply — the code binds new construction and major renovations — but it matters to your rebate math in two ways. First, if you're buying a new build or planning a major renovation in King, Pierce, Thurston, or Kitsap County, ask for the compliance documentation and the blower-door and duct-leakage test results; a home built to the 2021 WSEC runs measurably cheaper than one built five years earlier. Second, utility programs increasingly key their biggest payouts to code-beating performance — Pacific Power's $3,125 new-construction incentive requires beating the state code by 20%.
